Dear Secretary Kawamura;
Fair board members throughout our state have been using state assets to entertain their family, friends and associates for purposes that have no public benefit.  I personally consider these actions immoral and unethical by appointed officials.  

It is my understanding that your offices are the governing body over all California fairgrounds.  Please use the power of your offices to stop these officials from using the exceptions in Regulation 18944.1 of the Political Reform Act for their personal use.  In addition, your offices should immediately freeze the budgets of any specific fairgrounds that are exceeding the allotted 4% cap of the prior year’s gross admissions. 

If you offices cannot assure me that it will take the above actions, please explain why or forward me to the proper government agency that has the authority too.
